Sale of Bourke Street Depot for a new Police Station
\nCouncil has resolved to sell its Bourke Street site it for market value plus $50,000 with the objective of achieving fair value and net nil cost to the community. The General Manager will report back to Council at the 19th of April meeting with the result of negotiations, and results of consultation with current tenants at the Bourke Street Depot, including options for use of the Railway Administrative Buildings in Sloane Street.
DA 0137/2021 – Refusal of application for demolition of dwelling and construction of new two storey dwelling at 22 Hurst St, Goulburn
\nCouncil refused this development application as it does not promote good design and amenity of built environment, does not promote orderly and economic use and development of land in the area, does not address effects the development will have in respect to heritage conservation and heritage significance of the site and locality. 29 lot residential subdivision – Hovell Street, Goulburn
\nConsent was granted for a boundary adjustment and 29 lot residential subdivision located in Hovell Street subject to several conditions. This development is occurring on Council owned land.
Request for SEARS – Gunlake Quarry Continuation
\nCouncil will make a submission to the Department of Planning & Environment seeking to include a few matters regarding an independent structural assessment of the haulage route pavement, an independent road safety audit, and other issues which are available to view in the minutes.
Short term lease of the Council Irrigation Farm
\nARW Multigroup were awarded short term lease of this site being for up to 5 years, however Council has reserved the right to cancel the lease with six months’ notice. Staff will continue to liaise with the company who submitted an additional confidential commercial proposal regarding State Government deliberations and any site investigation work.
Last week the Council announced that due to stay at home restrictions and lockdowns in NSW and the ACT, two of its major projects are running behind schedule, namely construction of the Goulburn Performing Arts Centre and the redevelopment of the Goulburn Aquatic & Leisure Centre. In fact, smaller projects such as the Cookbundoon Amenities Building have also faced challenges in gaining materials for completion.
\n“Like anyone else trying to build at the moment, we are facing some difficulties that unfortunately will mean delays in completion of projects” said Mayor Bob Kirk.
\n“It has become nearly impossible for our project managers at the Performing Arts Centre and Aquatic Centre to access labour out of Sydney and Canberra for the projects due to lockdowns. I know we have been trying to utilise local tradespeople where possible, but the reality is most of our locals are engaged in projects already, so we have been unable to make up the shortfall.
\n“Both projects will likely have extended practical completion dates, and we will keep the community updated; however it is difficult to know just how long they will be delayed until restrictions are eased. When they are eased, we hope both projects will ramp back up quickly,” said Mayor Kirk.
\nBoth the Goulburn Performing Arts Centre and Goulburn Aquatic & Leisure Centre are scheduled to be completed and opened in February 2022. Goulburn Mulwaree Council expect to be able to confirm and publicise a date for openings towards the end of the year, assuming restrictions are eased.

\nAs part of Biodiversity Month, Goulburn Mulwaree Council is undertaking a campaign to remind the community of the rules and regulations around land clearing, and the responsibility we all have to preserve native vegetation.
\nNative vegetation is protected by a variety of legislative instruments and penalties apply if you clear without approval.
\nDepending on where your property is located, and the clearing you would like to undertake, you will need to consult with Local Land Services or Council.
\nIf you are clearing vegetation for agricultural purposes on rural zoned land, you will need to consult with Local Land Services. For all other clearing you will need to consult with Council.
\n“There may be a number of reasons you are looking to undertake clearing, but it’s important you come and speak with Council staff or Local Land Services prior to doing so,” said Mayor Bob Kirk.
\n“We have had cases recently of people claiming they were told by real estate agents, developers or other industry stakeholders that clearing was okay, but it’s important that you speak with us first. Although some exemptions may apply, typically approval is necessary.”
\nNative vegetation is well defined within the Local Land Services Act 2013 and includes: trees (including any sapling or shrub), understorey plants, groundcover (being any type of herbaceous vegetation), and plants occurring in a wetland.
\nMany people do not know that native grasses are included under the definition of vegetation and cannot be cleared without approval.

\n• a 40km/h speed limit brought in for Auburn Street, covering the area from Clinton to Bradley Streets with signage to be erected on side streets at entry points to Auburn Street
\n• a 15-tonne load limit to discourage heavy traffic from using the main street as a thoroughfare.
\nMayor Bob Kirk encouraged the community to offer feedback on the proposed changes.
\n“In my opinion the average speed in Auburn Street would already be closer to 40km/h than 50km/h, but I think there is benefit in formalising this as part of a high pedestrian activity zone.
\n“This will make it a safer place for pedestrians; from our young children through to our elderly residents who all use the area for their essential services and shopping. A 15-tonne load limit will not keep all semi-trailers and heavy traffic out of the area, but our goal is to discourage these road users from coming through the centre of our CBD, instead to use Sloane Street,” he said.

\nEight flag poles have been erected in the Auburn Street block between Montague and Clifford Street, with a further thirty-two to be installed in the next couple of months.
\n“The first flags being flown are branded with our Goulburn Australia theme” said Mayor Bob Kirk.
\n“We are also excited to build up a bank of flags for yearly events like Pictures & Popcorn as well as holidays such as Christmas. The banner poles can also be used for facilities such as the Goulburn Performing Arts Centre and will be a great addition to our methods in promotion of all the great things that occur around the region.
\n“The installation of the banner poles is expected to be complete in September, just in time for a glorious spring. By then we hope that COVID-19 restrictions may be easing, and we will be able to plan and promote a calendar of events towards the end of 2021” said Mayor Kirk.
\nCouncil began the CBD enhancement project five years ago with installation of new paving, greenery and artworks. In the last financial year new median strips have been completed with trees planted and artificial turf laid to brighten the area.
\nNegotiations are also ongoing between Council and Transport for NSW regarding a road ownership swap between Auburn Street and Sloane Street, in an effort to divert heavy vehicle traffic away from the CBD.

\nPop-up consultation will be held in Goulburn, Tarago and Marulan, with the online survey also continuing for another two weeks to ensure the community has the chance to provide feedback.
\n“We have had a great response to the online survey already, with over one hundred people taking the chance to provide feedback on the future of our region” said Mayor Bob Kirk.
\n“It’s also important that we get out to offer the chance for face-to-face consultation, and although it is difficult in the current environment I’m pleased that staff are offering these pop-up opportunities.”
\n“A random phone survey is also currently being undertaken, and in particular I would like to see our youth undertake the online survey to ensure we get a balanced vision – after all it is our young people who will see these benefits in decades to come.”
\nThe Towards 2042 consultation seeks to shape the future of our community through a new Community Strategic Plan. Council is asking the local community some key questions, focusing on where we are now, where we want to be in ten years, how we will get there, and how we will know if we’ve been successful. Council will guide the community through important discussions on the main ideas and priorities for our local government area for the next term of Council and beyond, documenting these in a Community Strategic Plan.

Council will be undertaking works for the connection of new water main in Ada Street, Eastgrove to the existing water network as part of its commitment and ongoing improvement to water quality.
\nThese works involve excavation, trenching, connection, and restoration works which are scheduled on Wednesday 28/04/2021.
\nThere will be no water in the houses highlighted in mark-up below from 9am to 4pm.\nResidents who will be affected by the works would have been notified by Killards.\nTraffic control will be in place for any road closures and detours needed for the works as well as any pedestrian management requirements (where applicable).

\nGoulburn Mulwaree Council has adopted a Plan of Management which sets out the future planning and management of the precinct. It ensures appropriate management and use of Crown land so that it can deliver economic, social and health benefits.
\nMayor Bob Kirk thanked residents and user groups of the Recreation Area for their input.
\n“We have 24 very different user groups who are based out of the Goulburn Recreation Area, and I’d like to thank them for coming through this process with an open mind, looking to work together for the community,” said Mayor Kirk.

\nGoulburn MP, Wendy Tuckerman said this move will see 44 hectares of prime community land serve as a valuable sporting, recreation and tourism asset.
\n“The Goulburn Recreation Area is a unique multi-use facility used for activities from hockey, basketball and netball to harness and greyhound racing, the annual Goulburn Show, rodeos, dog obedience training and other community and cultural events,” Mrs Tuckerman said.

\n“As our region grows it is so important that our infrastructure is planned early, rather than trying to deliver this after the fact. It is so important that we have the conversations around the need to increase school capacity, our traffic and transport infrastructure, and promotion of job creating enterprises in Goulburn Mulwaree.”
\n“Premier Berejiklian was certainly very generous with her time and understands the importance of beginning this work now so that these services and infrastructure are in place early.
\nThis Council has a history of strong partnership with the NSW Government, as evidenced by the delivery of landmark projects such as the Aquatic Centre Redevelopment, the new Goulburn Hospital and our Performing Arts Centre.”
\nOther focus points discussed during the meeting included improving NBN and technology provision, waste to energy projects and the expansion of the Country University Centre model and TAFE education in this region.

Membership of this party will be discussed at a briefing session to ensure broad skills and ages, prior to an expression of interest process.
\nThe draft operational plan and budget 2021/22 was approved for public exhibition until Friday 7th May 2021. Invitations will be extended to submitters wishing to speak to their submission (for a maximum of 5 minutes) at the public forum of the Council meeting on 1st June 2021.
\nCouncil refused this development application as it did not meet several requirements of the Goulburn Mulwaree Local Environmental Plan including promotion of good design and amenity, provision of sunlight, impact of earthworks, provision of outdoor space, and the orderly and economic use and development of land in the area.
\nCouncil endorsed this planning proposal, which will rezone the sites to part R1 General Residential, part B6 Enterprise Corridor and RE1 Public Recreation. The rezoning is being undertaken to allow further development of the Goulburn Health Hub site.
\nCouncil endorsed this planning proposal, which will allow the subdivision of lot 1 from the portion zoned RU6 transition zone land and permit a dwelling on the E2 Environmental Conservation Zone land portion subject to consent.
\nCouncil resolved to prepare a planning proposal to amend the permitted uses for this site by including food and drink premises, motel or hotel accommodation and pub and bottle shop as permitted with consent on this land. A new truck stop is proposed on this site.
\nCouncil reviewed contributions by Signature Care for water and wastewater, based on factual evidence provided by this organisation from their other facilities. This has resulted in a reduction in fees payable for the organisation. In the event the number of beds in this development reduces to below 100 beds, the contribution rates will revert to the standard Water Directorate rate.
\nCouncil will sell this property, with full disclosure of known constraints for the site. Expressions of interest will now be sought from local real estate agents for the sale by auction, with the General Manager given delegated authority to approve appointment of an agent.
\nCouncil gave support for the development of straight track for the Goulburn Greyhound facility at the Recreation area. The support given is done so in the knowledge that the development of this straight track facility requires development consent.
