In fact, smaller projects such as the Cookbundoon Amenities Building have also faced challenges in gaining materials for completion. </p>\n<p>“Like anyone else trying to build at the moment, we are facing some difficulties that unfortunately will mean delays in completion of projects” said Mayor Bob Kirk. </p>\n<p>“It has become nearly impossible for our project managers at the Performing Arts Centre and Aquatic Centre to access labour out of Sydney and Canberra for the projects due to lockdowns. I know we have been trying to utilise local tradespeople where possible, but the reality is most of our locals are engaged in projects already, so we have been unable to make up the shortfall. </p>\n<p>“Both projects will likely have extended practical completion dates, and we will keep the community updated; however it is difficult to know just how long they will be delayed until restrictions are eased. When they are eased, we hope both projects will ramp back up quickly,” said Mayor Kirk.</p>\n<p>Both the Goulburn Performing Arts Centre and Goulburn Aquatic &#x26; Leisure Centre are scheduled to be completed and opened in February 2022. Biodiversity is important because it provides functioning ecosystems that supply oxygen, clean air and water, pollination of plants, and pest control amongst other essential activities that support life on earth.</p>\n<p>As part of Biodiversity Month, Goulburn Mulwaree Council is undertaking a campaign to remind the community of the rules and regulations around land clearing, and the responsibility we all have to preserve native vegetation. </p>\n<p>Native vegetation is protected by a variety of legislative instruments and penalties apply if you clear without approval. </p>\n<p>Depending on where your property is located, and the clearing you would like to undertake, you will need to consult with Local Land Services or Council. </p>\n<p>If you are clearing vegetation for agricultural purposes on rural zoned land, you will need to consult with Local Land Services. For all other clearing you will need to consult with Council. </p>\n<p>“There may be a number of reasons you are looking to undertake clearing, but it’s important you come and speak with Council staff or Local Land Services prior to doing so,” said Mayor Bob Kirk. </p>\n<p>“We have had cases recently of people claiming they were told by real estate agents, developers or other industry stakeholders that clearing was okay, but it’s important that you speak with us first. The banner poles can also be used for facilities such as the Goulburn Performing Arts Centre and will be a great addition to our methods in promotion of all the great things that occur around the region. </p>\n<p>“The installation of the banner poles is expected to be complete in September, just in time for a glorious spring. By then we hope that COVID-19 restrictions may be easing, and we will be able to plan and promote a calendar of events towards the end of 2021” said Mayor Kirk. </p>\n<p>Council began the CBD enhancement project five years ago with installation of new paving, greenery and artworks. It ensures appropriate management and use of Crown land so that it can deliver economic, social and health benefits. </p>\n<p>Mayor Bob Kirk thanked residents and user groups of the Recreation Area for their input. </p>\n<p>“We have 24 very different user groups who are based out of the Goulburn Recreation Area, and I’d like to thank them for coming through this process with an open mind, looking to work together for the community,” said Mayor Kirk. </p>\n<p>“The plan allows us to move forward with a united vision for the Recreation Area, based on using Crown land to support our community as resilient, sustainable and prosperous.” </p>\n<p>Goulburn MP,  Wendy Tuckerman said this move  will see 44 hectares of prime community land serve as a valuable sporting, recreation and tourism asset. </p>\n<p>“The Goulburn Recreation Area is a unique multi-use facility used for activities from hockey, basketball and netball to harness and greyhound racing, the annual Goulburn Show, rodeos, dog obedience training and other community and cultural events,” Mrs Tuckerman said. </p>\n<p><strong>Goulburn Recreation Area will focus on a number of initiatives that benefit the region fact that Goulburn Mulwaree is meeting and exceeding all targets for population and economic growth, and the importance of future planning to deliver the State and Local Government services needed to earlier this year” said Mayor Bob Kirk. </p>\n<p>“As our region grows it is so important that our infrastructure is planned early, rather than trying to deliver this after the fact. Invitations will be extended to submitters wishing to speak to their submission (for a maximum of 5 minutes) at the public forum of the Council meeting on 1st June 2021. </p>\n<h3>Three detached dwellings – 13 Chiswick Street, Goulburn</h3>\n<p>Council refused this development application as it did not meet several requirements of the Goulburn Mulwaree Local Environmental Plan including promotion of good design and amenity, provision of sunlight, impact of earthworks, provision of outdoor space, and the orderly and economic use and development of land in the area. </p>\n<h3>Planning Proposal – 37 Ross Street and 23 Brewer Street, Goulburn</h3>\n<p>Council endorsed this planning proposal, which will rezone the sites to part R1 General Residential, part B6 Enterprise Corridor and RE1 Public Recreation. The rezoning is being undertaken to allow further development of the Goulburn Health Hub site. </p>\n<h3>Planning Proposal – 159 Rifle Range Road, Goulburn</h3>\n<p>Council endorsed this planning proposal, which will allow the subdivision of lot 1 from the portion zoned RU6 transition zone land and permit a dwelling on the E2 Environmental Conservation Zone land portion subject to consent. </p>\n<h3>Planning Proposal – 14-16 George Street, Marulan</h3>\n<p>Council resolved to prepare a planning proposal to amend the permitted uses for this site by including food and drink premises, motel or hotel accommodation and pub and bottle shop as permitted with consent on this land. A new truck stop is proposed on this site. </p>\n<h3>Signature Care Section 64 and Section 7.11 Fee Review</h3>\n<p>Council reviewed contributions by Signature Care for water and wastewater, based on factual evidence provided by this organisation from their other facilities. This has resulted in a reduction in fees payable for the organisation. In the event the number of beds in this development reduces to below 100 beds, the contribution rates will revert to the standard Water Directorate rate.</p>\n<h3>Sale of 2C Sloane Street Goulburn</h3>\n<p>Council will sell this property, with full disclosure of known constraints for the site. Expressions of interest will now be sought from local real estate agents for the sale by auction, with the General Manager given delegated authority to approve appointment of an agent. </p>\n<h3>Greyhound NSW – Development of straight track</h3>\n<p>Council gave support for the development of straight track for the Goulburn Greyhound facility at the Recreation area.
