It has been a long journey for Council, and staff put countless hours into our processes to create a saleable product.” </p>\n<p>Mrs Tuckerman said it was fantastic to see the grant in action which contributed to purchasing the site’s compost pads, leachate dam and haul road, as well as a new loader. </p>\n<p>“The project was made possible by $392,063 being awarded from Environmental Trust as part of the NSW Environment Protection Authority’s Waste Less, Recycle More initiative, funded from the waste levy.\n“I commend the staff on the ground - particularly Sam Morris and Marina Hollands, who have shown tremendous enthusiasm and expertise - to bring the product to fruition. It has been a remarkable amount of work for Council from building the infrastructure to systematic testing, community education and handpicking any contamination from the trucks, they deserve the praise for a job well done. </p>\n<p>Kirstie Chalker, Growing Abilities Goulburn’s horticulturist, was excited to be the first organisation to be utilising the compost. “We are a not-for-profit wholesale and retail nursery. Growing a variety of native and exotic plants, trees, native tube stock, berries, herbs, and veggies. We grow everything ourselves on site in Goulburn, so you can be assured it will survive our harsh local climate.”</p>\n<p>We run on the smell of an oily rag and survive on plant sales, philanthropy, and the odd grant. So, if you have any spare time or resources to contribute, you’d be most welcome to join us. Also, we can provide services for anyone with an NDIS package. At the very least, come and buy a plant or 2 and help to spread the word about this great community run organisation.” </p>\n<p>Due to the successful rollout of green bins, and the response of our community, Council has now commenced procurement for a machine to screen compost. </p>\n<p>$392,063 was received through the NSW Government Waste Less Recycle More Program for Organic Recycling Infrastructure Upgrades, with this amount being matched by Council. </p>\n<p>$549,630 was also received through this program in 2018 for the rollout of green organic waste bins. These grants are provided through the NSW EPA and is funded through the waste levy. </p>\n<p>Goulburn Mulwaree Council’s compost will be available for sale from the Goulburn Waste Management Centre emerged from lockdown, including the Yass Valley, Upper Lachlan Shire, and nearby Hilltops LGAs.</p>\n<p>LGAs still seeing COVID case numbers will continue to follow stay-at-home orders and will be monitored by NSW Health with updates provided as circumstances develop, this includes Goulburn Mulwaree Council and Wingecarribee Shire Council. </p>\n<p>Deputy Premier John Barilaro said last week that similar to entering and exiting Sydney, if you enter an LGA under stay-at-home orders you must follow the rules of that LGA when you return home. </p>\n<p>Wendy Tuckerman, MP, urged people in our LGA who have not been vaccinated, to get vaccinated as soon as possible. </p>\n<p>“I understand that many people are still holding a brand preference for vaccination, but this is not ideal if it is not based on medical advice. I implore people to consult with their doctor, who may provide you with a medical exemption and, as I understand, the Southern NSW Local Health District are offering priority vaccination appointments to anyone with a medical exemption. </p>\n<p>“I will continue to work with the Southern NSW Local Health District for an easy and accessible COVID-19 Vaccination Hub, as well as push the Federal Government for a greater supply of vaccines to the Goulburn electorate. </p>\n<p>“Our community has continued to do the right thing, following the rules and getting vaccinated when eligible and appointments are available. ReachOut has been in existence since 2001 and is accessed by more than 2 million people in Australia each year. ReachOut is a free service that’s available anytime and pretty much anywhere.</p>\n<p>ReachOut has released a new report called “Supported, Educated and Understood”, which took place over a five-year period, from 2017-2021. The report tracked the mental health of young people aged 16 – 25 years living in regional, rural and remote (rural) areas across Australia. </p>\n<p>The report found an increase in probable serious mental illness amongst rural young people from 20.9 per cent to 27 per cent. The data from 2021, in particular, showed that of all age groups included in the research, 18–19 year olds were the group most likely impacted by mental ill health. The report also found a significant increase in the proportion of rural young people concerned about the future, from over 15 per cent in 2017 to over 33 per cent in 2021. </p>\n<p>However, the report also shows that rural young people’s mental health literacy is improving. This means that there was a greater awareness of what services are available. Not only were young people aware of the mental health services, but over 53 per cent also indicated a willingness to access online mental health services in 2021, compared to just over 20 per cent in 2017.</p>\n<p>Ashley de Silva, CEO of ReachOut, said that the report demonstrates the complexity of mental health challenges for young people living in rural areas across Australia and the need for ongoing and tailored support.</p>\n<p>“The findings of ReachOut’s new report about the mental health of young people in rural areas are sadly not surprising. I strive to be high maintenance. By way of example, I have had a short ash-blonde, honey-streaked pate (as opposed to patè) for years. Unfortunately, it has not seen a hair salon since June 2021. Scientists say that hair grows approximately 0.5 to 1.7 centimetres per month, and it seems like my rate of hair growth has hit the high end of the scale just to spite me. It is as well that there is a trend for darker roots right now, although one must confess that one’s anticipated root colour has sadly disappointed: somehow, it’s not as brunette as it was in my 20s. So, it’s true – I look like Einstein (with/without the moustache) when I wake up in the morning, and things don’t especially improve as the day goes by. I refuse to colour my own hair: experience has taught me that this is a disaster that calls for immediate hairdresser salvage. So here are my options: a headband, a hat, or a wig. </p>\n<p>I’ve ordered a wig. So has my husband. Just for fun we haven’t revealed what our wigs look like to each other. However, I’m nervous about the wig he’s chosen because he’s a self-confessed funny chap. As long as he doesn’t look like Donald Trump, I think we can go out together in public. Or, for that matter, sit together on the couch in private. I was worried he might order a Hitleresque ‘shake-over’ style, but he put me at ease saying that he did not order the matching moustache. </p>\n<p>For those who enjoy beautiful long and shapely nails brought by nail salons, I have one word of advice. Polyfilla. You can acquire this at any hardware store that happens to still; be open, or maybe you can get it at the supermarket in the home improvements aisle. Get yourself a great emery board or sandpaper. You are going to need it. </p>\n<p>My monthly massages are a fond memory, but because I am a country girl, I have learned how to substitute this pleasure by observing the behaviour of cows. Instead of scratching myself on random fence posts, I have been resting my back against door frames and gyrating up and down and side to side. I predict there may be a baby boom if the young and virile cotton on to this poor substitute for the hands of a skilled masseuse. </p>\n<p>Hair removal. Look there’s no way out of it. This is a do-it-yourself job. Do not ask family members for help: relationships will be ruined. Go to the chemist or supermarket and see what’s available. Creams are good if you follow the directions explicitly. I’m not one for reading directions, and I suspect I’m not alone: there’s a few people around here with very red upper lips, and sunburn just doesn’t cut it as an excuse. </p>\n<p>The coming months are going to be tough for us high maintenance folk. But for goodness sake, don’t give up! In fact, smaller projects such as the Cookbundoon Amenities Building have also faced challenges in gaining materials for completion. </p>\n<p>“Like anyone else trying to build at the moment, we are facing some difficulties that unfortunately will mean delays in completion of projects” said Mayor Bob Kirk. </p>\n<p>“It has become nearly impossible for our project managers at the Performing Arts Centre and Aquatic Centre to access labour out of Sydney and Canberra for the projects due to lockdowns. I know we have been trying to utilise local tradespeople where possible, but the reality is most of our locals are engaged in projects already, so we have been unable to make up the shortfall. </p>\n<p>“Both projects will likely have extended practical completion dates, and we will keep the community updated; however it is difficult to know just how long they will be delayed until restrictions are eased. When they are eased, we hope both projects will ramp back up quickly,” said Mayor Kirk.</p>\n<p>Both the Goulburn Performing Arts Centre and Goulburn Aquatic &#x26; Leisure Centre are scheduled to be completed and opened in February 2022.
