Compost created right here in Goulburn from residents’ recycled organic waste will be launched for sale next weekend at the Goulburn Waste Management Centre.

Growing Abilities Goulburn will be the first organisation to use Council’s newly created compost product, with the first batch dropped off last week, while Member for Goulburn Wendy Tuckerman and Mayor Bob Kirk undertook a site visit to learn the process this week.

\n

“The project has been a long journey, beginning with the rollout of green bins, and then construction of an organic waste pad, and the continual effort where staff have refined our processes to end up with the compost we have now” said Mayor Bob Kirk.

\n

“It was great to join Wendy to learn more about the process, as well as Growing Abilities last week where the first batch of our compost will be utilised. It has been a long journey for Council, and staff put countless hours into our processes to create a saleable product.”

\n

Mrs Tuckerman said it was fantastic to see the grant in action which contributed to purchasing the site’s compost pads, leachate dam and haul road, as well as a new loader.

\n

“The project was made possible by $392,063 being awarded from Environmental Trust as part of the NSW Environment Protection Authority’s Waste Less, Recycle More initiative, funded from the waste levy.\n“I commend the staff on the ground - particularly Sam Morris and Marina Hollands, who have shown tremendous enthusiasm and expertise - to bring the product to fruition. It has been a remarkable amount of work for Council from building the infrastructure to systematic testing, community education and handpicking any contamination from the trucks, they deserve the praise for a job well done.

\n

Kirstie Chalker, Growing Abilities Goulburn’s horticulturist, was excited to be the first organisation to be utilising the compost. “We are a not-for-profit wholesale and retail nursery. Growing a variety of native and exotic plants, trees, native tube stock, berries, herbs, and veggies. We grow everything ourselves on site in Goulburn, so you can be assured it will survive our harsh local climate.”

We run on the smell of an oily rag and survive on plant sales, philanthropy, and the odd grant. So, if you have any spare time or resources to contribute, you’d be most welcome to join us. Also, we can provide services for anyone with an NDIS package. At the very least, come and buy a plant or 2 and help to spread the word about this great community run organisation.”

Due to the successful rollout of green bins, and the response of our community, Council has now commenced procurement for a machine to screen compost.

\n

$392,063 was received through the NSW Government Waste Less Recycle More Program for Organic Recycling Infrastructure Upgrades, with this amount being matched by Council.

\n

$549,630 was also received through this program in 2018 for the rollout of green organic waste bins. These grants are provided through the NSW EPA and is funded through the waste levy.

\n

Goulburn Mulwaree Council’s compost will be available for sale from the Goulburn Waste Management Centre from the 20th of March between 10am – 2pm, for $20 a trailer load, or $90 per tonne.

At 12:01am on Saturday 11th September parts of regional NSW currently deemed low risk and which have seen zero COVID cases for at least 14 days emerged from lockdown, including the Yass Valley, Upper Lachlan Shire, and nearby Hilltops LGAs.

\n

LGAs still seeing COVID case numbers will continue to follow stay-at-home orders and will be monitored by NSW Health with updates provided as circumstances develop, this includes Goulburn Mulwaree Council and Wingecarribee Shire Council.

\n

Deputy Premier John Barilaro said last week that similar to entering and exiting Sydney, if you enter an LGA under stay-at-home orders you must follow the rules of that LGA when you return home.

\n

Wendy Tuckerman, MP, urged people in our LGA who have not been vaccinated, to get vaccinated as soon as possible.

\n

“I understand that many people are still holding a brand preference for vaccination, but this is not ideal if it is not based on medical advice. I implore people to consult with their doctor, who may provide you with a medical exemption and, as I understand, the Southern NSW Local Health District are offering priority vaccination appointments to anyone with a medical exemption.

\n

“I will continue to work with the Southern NSW Local Health District for an easy and accessible COVID-19 Vaccination Hub, as well as push the Federal Government for a greater supply of vaccines to the Goulburn electorate.

\n

“Our community has continued to do the right thing, following the rules and getting vaccinated when eligible and appointments are available. Our current vaccination providers are delivering an excellent service and a local vaccination hub will support them and help to meet demand” Ms Tuckerman said.

Have you heard about the ReachOut, an online mental health organisation for young people and their parents in Australia? ReachOut has been in existence since 2001 and is accessed by more than 2 million people in Australia each year. ReachOut is a free service that’s available anytime and pretty much anywhere.

\n

ReachOut has released a new report called “Supported, Educated and Understood”, which took place over a five-year period, from 2017-2021. The report tracked the mental health of young people aged 16 – 25 years living in regional, rural and remote (rural) areas across Australia.

\n

The report found an increase in probable serious mental illness amongst rural young people from 20.9 per cent to 27 per cent. The data from 2021, in particular, showed that of all age groups included in the research, 18–19 year olds were the group most likely impacted by mental ill health. The report also found a significant increase in the proportion of rural young people concerned about the future, from over 15 per cent in 2017 to over 33 per cent in 2021.

\n

However, the report also shows that rural young people’s mental health literacy is improving. This means that there was a greater awareness of what services are available. Not only were young people aware of the mental health services, but over 53 per cent also indicated a willingness to access online mental health services in 2021, compared to just over 20 per cent in 2017.

\n

Ashley de Silva, CEO of ReachOut, said that the report demonstrates the complexity of mental health challenges for young people living in rural areas across Australia and the need for ongoing and tailored support.

“The findings of ReachOut’s new report about the mental health of young people in rural areas are sadly not surprising. During this time, communities have faced drought, natural disasters and a global pandemic.

\n

“These figures reinforce the need to focus on rural populations as a priority for mental health services. There can be many challenges associated with accessing mental health support in regional areas, which is why free, easy access to online services like ReachOut are so vital, ” Ms de Silva said.

The opening exhibition for the new Rocky Hill War Memorial Museum building, “Objects of National Significance: When war trophies came to Goulburn”, has been nominated in the Museums & Galleries NSW 2021 Imagine Awards.

\n

The concept for the opening exhibition grew out of the significance of the original WWI war trophy collection.

\n

“The decision was taken to centre the exhibition around 16 objects of national significance from the WW1 collection housed onsite since 1927. The objects were further researched, contextualised and re-interpreted to tell the history of the museum, of the collection and of the surrounding community to showcase the new exhibition space” said the Museum’s Coordinator and exhibition curator, Kerry Ross.

\n

Through re-interpretation that articulates the connections between people, place and objects over a period of 90+ years, the exhibition delivers a meaningful experience that has re-engaged the local community and attracted new audiences to this important regional collection.

\n

Whilst the museum is currently closed due to COVID restrictions, the museum’s team is working behind the scenes to deliver a new exhibition in 2022 based on local experiences of WWII.

\n

The exhibition will feature both war time service personnel and the experiences of those who lived through the war years In Goulburn and surrounding districts.

One of the fantastic initiatives of the Goulburn Mulwaree Youth Council is the creation of a mindfulness garden at Victoria Park. The area now incorporates a conversation pit and a garden where youth and other community members can relax, chat and enjoy the surroundings of Victoria Park. The mindfulness garden was funded principally by the Council as well as a further $15,000 one off grant from the NSW Government.

Youth Mayor Charlotte Hargan said the project will be a significant step towards breaking down stigma around mental health in our community.

“It is fantastic to see the garden finally finished and ready to use. It is truly a credit to all involved and is reflective of Council’s commitment to support youth projects. I hope that, in such a time of turmoil in our world, this garden offers a quiet place of reflection and an opportunity to seek support for all members of the community, ” Ms Hargan said.

Foodbank is a food relief organisation in Australia, and sources food and groceries from farmers, manufacturers and retailers to distribute them to front line charities and schools around the country to provide to individuals, children and families in need.

Since lockdown commenced in NSW, Foodbank has had a greater call on their services than ever before. The organisation explained that, “The stress of yet another lock down impacts us all, but for tens of thousands of people in NSW right now the brutal reality of no pay cheques, no money to buy basics to feed themselves or their families will be devastating. Unfortunately for so many already doing it tough, this could be the straw that breaks the camel’s back.”

Foodbank’s warehouse is remaining open throughout this crisis to prepare emergency hampers filled with pantry staples to feed people who would otherwise go without food.

Regional Development Australia Southern Inland (RDASI) has launched a new online resource, the ‘Grant Funding Finder’, which takes the stress out of the grants process and empowers local businesses, community groups, sporting clubs, local governments and not-for-profit organisations to easily find grant funding opportunities.

RDASI has joined forces with six NSW councils to make this one-stop-grants-shop, which lists 98 per cent of available grants and filters them so that they are relevant to the needs of the searcher. The online portal also features several tips and videos that will help grant applicants become better prepared to successfully apply for funding.

National Seniors Australia (NSA) is an organisation that seeks to advocate for older Australians and has recently undertaken a comparison of state and territory concession cards for seniors.

\n

What they discovered was that each jurisdiction offers different concessions. Northern Territory and Western Australia extend several concessions to low-income self-funded retirees who hold a Commonwealth Seniors Health Card, while in most other jurisdictions, concessions are limited to Pension Concession Card holders.

\n

NSA concedes that there is nothing inherently wrong with jurisdictions offering different concessions, however, they argue that it is important that seniors are not unfairly disadvantaged because of regional inconsistencies. To this end, they have launched a campaign to ask the Government some important questions about concessions:

• Do concessions reflect actual living costs?
\n• Are they arbitrarily set?

The following tongue-in-cheek advice is offered to assist those who consider themselves high maintenance, i.e., have exacting personal grooming regimes.

First, a confession. I strive to be high maintenance. By way of example, I have had a short ash-blonde, honey-streaked pate (as opposed to patè) for years. Unfortunately, it has not seen a hair salon since June 2021. Scientists say that hair grows approximately 0.5 to 1.7 centimetres per month, and it seems like my rate of hair growth has hit the high end of the scale just to spite me. It is as well that there is a trend for darker roots right now, although one must confess that one’s anticipated root colour has sadly disappointed: somehow, it’s not as brunette as it was in my 20s. So, it’s true – I look like Einstein (with/without the moustache) when I wake up in the morning, and things don’t especially improve as the day goes by. I refuse to colour my own hair: experience has taught me that this is a disaster that calls for immediate hairdresser salvage. So here are my options: a headband, a hat, or a wig.

\n

I’ve ordered a wig. So has my husband. Just for fun we haven’t revealed what our wigs look like to each other. However, I’m nervous about the wig he’s chosen because he’s a self-confessed funny chap. As long as he doesn’t look like Donald Trump, I think we can go out together in public. Or, for that matter, sit together on the couch in private. I was worried he might order a Hitleresque ‘shake-over’ style, but he put me at ease saying that he did not order the matching moustache.

\n

For those who enjoy beautiful long and shapely nails brought by nail salons, I have one word of advice. Polyfilla. You can acquire this at any hardware store that happens to still; be open, or maybe you can get it at the supermarket in the home improvements aisle. Get yourself a great emery board or sandpaper. You are going to need it.

\n

My monthly massages are a fond memory, but because I am a country girl, I have learned how to substitute this pleasure by observing the behaviour of cows. Instead of scratching myself on random fence posts, I have been resting my back against door frames and gyrating up and down and side to side. I predict there may be a baby boom if the young and virile cotton on to this poor substitute for the hands of a skilled masseuse.

\n

Hair removal. Look there’s no way out of it. This is a do-it-yourself job. Do not ask family members for help: relationships will be ruined. Go to the chemist or supermarket and see what’s available. Creams are good if you follow the directions explicitly. I’m not one for reading directions, and I suspect I’m not alone: there’s a few people around here with very red upper lips, and sunburn just doesn’t cut it as an excuse.

\n

The coming months are going to be tough for us high maintenance folk. But for goodness sake, don’t give up! Yes, we are all in this together, but standards must be maintained, and we cannot let ourselves go.

\n

Last week the Council announced that due to stay at home restrictions and lockdowns in NSW and the ACT, two of its major projects are running behind schedule, namely construction of the Goulburn Performing Arts Centre and the redevelopment of the Goulburn Aquatic & Leisure Centre. In fact, smaller projects such as the Cookbundoon Amenities Building have also faced challenges in gaining materials for completion.

“Like anyone else trying to build at the moment, we are facing some difficulties that unfortunately will mean delays in completion of projects” said Mayor Bob Kirk.

“It has become nearly impossible for our project managers at the Performing Arts Centre and Aquatic Centre to access labour out of Sydney and Canberra for the projects due to lockdowns. I know we have been trying to utilise local tradespeople where possible, but the reality is most of our locals are engaged in projects already, so we have been unable to make up the shortfall.

“Both projects will likely have extended practical completion dates, and we will keep the community updated; however it is difficult to know just how long they will be delayed until restrictions are eased. When they are eased, we hope both projects will ramp back up quickly,” said Mayor Kirk.

Both the Goulburn Performing Arts Centre and Goulburn Aquatic & Leisure Centre are scheduled to be completed and opened in February 2022. Goulburn Mulwaree Council expect to be able to confirm and publicise a date for openings towards the end of the year, assuming restrictions are eased.
